The Solution – What Our Governments Need To Do

The Canadian Government must urge the U.S. Administration to interpret Buy American conditions in federal law as if money were being spent by the federal government. (Canada may even have a legal argument here – but urgency precludes the time and resources necessary to pursue this).  This remedy could be agreed to quickly and would resolve the short-term issues of current legislation.  

In return, the Canadian Government could agree to begin negotiating a broad economic agreement with the U.S., including a provincial/state and local procurement agreement, but also covering issues like Canada’s commitments to support the auto industry, and joint efforts on the Obama administration’s innovation priorities (Smart Grid, medical technology, environment, clean energy, and security). This would provide protection against future trade problems of this nature between our two countries.
